This study is important and needed to get some empirical picture on how political parties really worked in the context of a multiparty system that applied in Indonesia, both in the local legislature and through their factions in the Regency/City DPRD, as well as outside DPRD it is also hoped that some pictures of the triangular pattern of relationship between members of local legislature, the nominating political parties, and the constituents will be acquired in the formulation of local political policies. Through such an actual and empirical picture it may be hoped that that some assessments may be made on the contribution of the multiparty system to better quality of political process and democratic development at the local level.
The choice of a focus on the performance and accountability of political parties in DPRD at the regency/city level is based on the assumption that members of parliament at that level is relatively closer to constituents and better known by the people than members of DPRD at the provincial and national levels.
